Tennessee quote is also a gem. The program almost bankrupted the state and had to be ceremoniously ended.

On July 7, 2008, Oregon sent out 3,000 applications to people who had been waiting to be insured under the Oregon Health Plan.
Problem was that there were 76,000 people on the waiting list.
