This is a terrific post and it explains a great deal.

This shows that the skills that allow people to do well in the education system and in the marketplace are the same skills that allow people to overcome bureaucratic obstacles.

It is interesting how in Spain and Italy, the reduction in waiting time is nearly double that of neighboring France.
