		<description>My favorite part is the press release, wherein the NCQA calls for the federal government to legislate mandatory reporting to the NCQA.  Everyone wants a government-granted monopoly these days!

Speaking of which: Note that only Medicare Advantage plans submit HEDIS reports.  Traditional Medicare does not.  The government loves to demand measurement and accountability for others, just not its own operations.</description>

		<description>Of course the National Committee for Quality Assurance tends to measure inputs rather than outcomes.  Medicare pays by task (i.e. inputs) rather than outcomes so it only makes sense that NCQA would attempt to measure quality that way.</description>
